P&C Federation Elections of Directors and Delegates

Federation of Parents and Citizens Associations of New South Wales currently holds an election of Directors and Delegates every two years and these elections are administrated by the New South Wales Electoral Commission.

Candidate eligibility requirements are set out in the Constitution of the Federation of Parents and Citizens Associations made under the Parents and Citizens Associations Incorporation Act 1976 No 50.  You may refer to the P&C Federation Constitution for more information.

Roles that are filled via the election process are for one Director and two Delegates for each of the sixteen P&C Federation Electoral areas.

The role of Councillor elected within a P&C Federation Electoral area is to undertake the duties and responsibilities in accordance with the Act and the P&C Federation Constitution. This will require the attendance at Board meetings scheduled bi-monthly as well as any additional representation that the member takes on as a member of the Board on behalf of P&C Federation.

The role of Delegate elected within a P&C Federation Electoral area is to attend and participate in the Annual General Meeting of the P&C Federation in accordance with the Act and the P&C Federation Constitution.

What It Means to Be a Director or Delegate

Directors (Board members)

Time Commitment
As a volunteer Board member, your time is invaluable to us. Typically, you can expect to dedicate approximately 6-8 hours per month. This includes attending:

  • Board Meetings: Held once every two months, these meetings last around 4 hours.
  • Sub-Committees: In between board meetings, you’ll participate in sub-committee meetings (Governance, Finance, or Advocacy), which also occur once every two months.

Key Responsibilities
As a Board member, some of your responsibilities include:

  1. Advocacy: Be the voice of value for parents, carers and the school community.
  2. Finance: Overseeing financial management, budgeting, and ensuring the organisation’s resources are used effectively.
  3. Governance & Risk: Ensure the organisation meets its obligations and assesses its risks.
  4. Strategy: Determine mission and purpose.

Delegates

Commitment and activities
Delegates attend the Annual General Meeting to discuss the P&C Federation Policies. Delegates may also participate in other activities such as merit selection panels, consultation meetings, roundtables etc.

Frequently asked questions

P&C Associations must be current financial members of P&C Federation at the time of enrolment and before the close of roll. If you are not sure whether your P&C Association is an active member, please contact our Member Services team on 1300 885 982 or email elections@pandc.org.au

The Voting Delegate is the representative who will vote for the candidate in their respective electorate on behalf of the P&C Association. This is usually the President (or Secretary if the President happens to be a candidate) or someone nominated by your P&C Association.

Clause 14. Election of Councillors and Delegates of the Constitution of the Federation of Parents & Citizens Associations, states in part:

  1. As at the date of their nomination be a Parent Member of an affiliated school based P&C Association within the electorate from which the candidature is sought;
  2. Have a child enrolled in the Government School where the person is a Parent Member at the time of the date of their nomination for election in the calendar year of their candidature but a person’s term of office as a Councillor or Delegate does not end merely because that Councillor or Delegate ceases to be a Parent Member.
  3. nominees for election must present to the Government School Principal relevant to the school to which their being a Member relates, a nomination form signed by the nominee and signed by the Government School Principal verifying that they are a parent of a child enrolled in that Government School at the date of nomination and that the surname of the candidate is on the nomination form as it appears in the school’s enrolment information.
  4. Must not have been convicted of any offence which has a penalty of 12 months imprisonment or more and / or have been convicted of an offence within the meaning of Schedule 2 of the Child Protection (Working with Children) Act 2012.

If your P&C needs to have a meeting in order vote for a Voting Delegate, you may consider holding a special meeting. Special meetings requires 7 days notice.

There will be one (1) Councillor and two (2) Delegates for each electorate.

P&C Federation conducts its elections every two years. Councillors and Delegates can stand for re-election as long as they continue to be eligible.

Definitions

Act
The Act means the Parents and Citizens Associations Incorporations Act 1976.

Board
The board comprises sixteen (16) Councillors representing the sixteen (16) electorates across NSW.

Constitution
The Constitution is the Constitution of the Federation of Parents and Citizens Associations.

Councillors
A Councillor is a person elected within a P&C Federation electoral area as a Councillor within the meaning of the Act to undertake the duties and responsibilities of a Councillor in accordance with the Act and the Constitution.

Delegate
The Delegate is a person elected within a Federation electoral area to attend and participate om the Annual General Meeting of the Federation in according with the Act and the Constitution

Election
This means the election of Councillors and Delegates as per Clause 14 of the Constitution

Electoral Commissioner
The Electoral Commissioner of New South Wales appointed under Parliamentary Electorates and Elections Act 1912.

Electorate
This is the electorate as provided for by under s23C (1) (a) of the Act.

Voting Delegate
Means a voter who is eligible to vote in an election for a Councillor or Delegate under Clause 14 of the Constitution.

Returning Officer
The person appointed to carry out any election in respect of the P&C Federation,

Roll
Means a list that includes the names of member P&C Associations, Presidents of P&C Associations, Principals of Schools with a P&C Association and any other particulars prescribed in Clause 14 (k) of the Constitution.
