We know that many P&C Associations are the in the process of taking on their school’s OOSH. After changes to the tender policy in December 2021, parents in school communities are expecting to complete a transition of their OOSH, and are looking for support. We have had a high volume of inquiries from P&C Associations recently.

This issue has a lot of complexity, history and information – and we are aware that each P&C Association is in a slightly different situation. We are committed to supporting P&C Associations with this issue the best we can, so we have put together as many resources as we are able.

Add any questions you have about OOSH

  1. The P&C should meet to confirm that they are interested in taking on the OOSH, and will take investigatory steps to bring a recommendation back to the P&C. If you’ve already decided as a P&C Executive to do this research without spending any money on the process (for example, a due diligence report), you don’t need a vote of members to begin investigation. In either case, the P&C must vote at a general meeting when it is time to formally decide whether or not the P&C will come under P&C management and control.
  2. The P&C should contact the Principal via email and if possible, your department Contract Manager, and tell them the OOSH and P&C are navigating the transition process and require an extension of the OOSH licence. CC in the OOSH for their records.

If an eligible OOSH and P&C Association can demonstrate that they are taking steps to transition, they will be afforded time to complete that transition.

However, it must be noted that the NSW Department of Education has identified only 39 OOSHs that they believe are eligible to transition. The peak body for OOSH and P&C Federation agree that there are currently 132.

You may believe your OOSH is parent managed and therefore eligible to be protected from tender while you transition to the P&C, but not be identified as eligible by the Department.
